Sprint is doing the same thing with the "charging for extras that should be free", in the case of the EVO, it's $30US (Yes, a month) in order to be allowed to use the wifi tethering option. OTOH, you can just root it and use it for free.

The other thing is, you shouldn't use (need to use) a task killer! Android is setup in a way that apps will close/suspend themselves, or the OS will do it for them..
