Yeah, Windows service packs tend to be updates to the operating system, libraries, and the few programs that come with Windows XP. Linux updates tend to include, for the most part, updated versions of hundreds of programs that you never even use.
I've played with Ubuntu but I think I'm going to give Gentoo a try. Software is installed from source, performed by the automated Emerge tool. Updates are small as they downloaded as patches and recompiled, and for only the tools you have installed.
