During the latest Santa Ana, my weather station recorded a dew point of 12.7°F (-10.7°C). That's some seriously dry air.

Anywhere where the temperature is colder than -10.7C will have a dew point lower than what you registered.

I don't think San Diego has gotten down to -10C since the last ice age.
